European Union CBRN Centres of Excellence Initiative
Project 58: Provision of Specialized Equipment for CBRN Forensics in the SEEE CoE Region
The European Union (EU) allocated ˆ 2,221,115 to the Centres of Excellence (CoE) Project 58 to provide specialized equipment for Chemical, Biological, Radiological, and Nuclear (CBRN) Forensics in Albania, Armenia, Bosnia and Herzegovina, North Macedonia, Georgia, Moldova, Montenegro, Serbia, and Ukraine. The project was implemented by the Science and Technology Center in Ukraine (STCU). The STCU is an intergovernmental organization jointly funded by the EU and the United States of America. The Center's mission is to advance global peace and prosperity through cooperative CBRN risk mitigation. (See: http://www.stcu.int ).
This project complemented CoE Project P57 entitled "Strengthening crime scene Forensics capabilities in investigating CBRN incidents in the South East and Eastern Europe CoE region", implemented by SCK-CEN Belgium. Project P58’s overall objective was to provide the necessary equipment to enhance the CBRN forensic capacity in the EU CBRN Centres of Excellence South East and Eastern Europe (SEEE) region.
STCU implemented Project P58 in conjunction with its partners as follows:
Institute of Scientific Police, Ministry of Internal Affairs of the Republic of Albania;
Police of the Republic of Armenia;
Federal Police Administration of the Ministry of Interior of the Federation of Bosnia and Herzegovina;
Agency for Forensic and Expert Examinations of the Ministry of Security of Bosnia and Herzegovina;
Ministry of Interior of the Republic of Srpska, Bosnia and Herzegovina;
Forensics Department of the Ministry of Interior of the Republic of North Macedonia;
Forensics Criminalistic Department of the Ministry of Internal Affairs of Georgia;
General Police Inspectorate of the Ministry of Interior Affairs of the Republic of Moldova;
Police Directorate Forensics Center of Montenegro;
Ministry of Interior of the Republic of Serbia;
National Police of Ukraine.
Under this project STCU procured and supplied CBRN forensics mobile laboratories/equipment as well as provided basic training on the use of the equipment. Two specific training sessions in the effective operation of the mobile laboratories were contracted in addition to the equipment supply. The trainings were conducted during the weeks of January 21 - 25, 2019 and February 18 - 22, 2019. Overall, radiation detection and radionuclide identification were covered during the training sessions utilizing the following equipment: a RadEye SPDR with an external GPS device; a RadEye B20-ER Personal Radiation Detector; a Portable FT-IR Perkin Elmer Spectrum Two; a LIBS –Laser-induced breakdown spectroscopy Applied Photonics LIBSCAN (1064nm) Modular LIDS system; a Personal dosimeter Atomtex AT2503. In addition to the training on the aforementioned equipment, training was also provided on the proper use of the mobile laboratories, which were all equipped with safety equipment, monitoring devices for personal protection, goods for collection of evidence, C-agents identification, mercury vapor indicator, and portable radiation monitoring.
