U.N. General Assembly Passes Resolution on Youth, Disarmament, and non-proliferation

Youth and the STCU Targeted Initiative (TI) on CBRN Export Control of Dual-Use Materials and Intangible Technologies
On December 12, 2019, the United Nations General Assembly adopted the Resolution 74/64 on Youth, disarmament and non-proliferation (see the .pdf below for the actual wording of the resolution).
It recognizes that young people in all countries are key agents for social change, economic development and technological innovation, and reaffirms the important and positive contribution that young people can make to the promotion and attainment of sustainable peace and security.
In its text, the resolution reads as follows:
“1. Encourages Member States, the United Nations, relevant specialized agencies and regional and subregional organizations to promote the meaningful and inclusive participation of young people in discussions in the field of disarmament and non-proliferation, including through dialogue platforms, mentoring, internships, fellowships, scholarships, model events and youth group activities;
2. Calls upon Member States, the United Nations, relevant specialized agencies and regional and subregional organizations to consider developing and implementing policies and programmes for young people to increase and facilitate their constructive engagement in the field of disarmament and non-proliferation;
3. Stresses the importance of realizing the full potential of young people through education and capacity-building, bearing in mind the ongoing efforts and the need to promote the sustainable entry of young people into the field of disarmament and non-proliferation;…”
This Resolution is especially important for the STCU’s TI since young people are one of our main target audiences.
The STCU TI focuses on mitigating the risks of misuse of the investigations and know-how related to CBRN weapons programs; the raising of awareness among both the academic and industrial community of these risks, as well as facilitating the collaboration between state and non-state actors of Export Control systems in Partner Countries’ (PC).
To accomplish the objectives of the STCU TI, the team developed, among other things:
• A master course in export control, with a modular design, that is adaptable to the requirements of all partner countries (Georgia, Ukraine, Azerbaijan, and Moldova). The first country to fully implement this master course was Ukraine, at the Taras Shevchenko National University of Kyiv (Master program on Economic security of Entrepreneurship);
• A PhD research grant is funded annually by the TI, with PhD activities to be performed both in the partner country and in at least one EU country on export control and non-proliferation related issues: so far we have one candidate from Ukraine and one from Georgia;
• The STCU organizes an annual conference for scientists from all the partner counties to discuss the social impact of their research and its possible misuse.
In summary, the STCU’s TI activities target the younger generation, with an eye toward a future where more people have knowledge about CBRN, non-proliferation and export control, and that are ready to work with this knowledge in a more peaceful world.
